The fourth regulation to the Nuremberg Laws established the Reichsvertretung - the Reich Representation of Jews in Germany that was charged with promoting emigration and providing all services to the Jewish community such as education, welfare etc. It was to incorporate all of German Jewry and replace the existing voluntary Reichvereinigung - The Reich Association of Jews in Germany. The Reichsvertretung was to be under the direct supervision of the police and the Central Office for Jewish Emigration under Heydrich.
